    Union Training Assistance Programme (UTAP)

    UTAP is an NTUC member benefit that defrays the cost of skills upgrading. NTUC members can claim 50% of their nett course fee for approved courses — and from 1 May 2026, eligible AI tool subscriptions too — up to the annual cap.

    What is UTAP?

    The Union Training Assistance Programme (UTAP) is a training benefit administered by NTUC (National Trades Union Congress) to help its members offset the out-of-pocket cost of skills upgrading. It is one of the most generous training subsidies available exclusively to NTUC members in Singapore.

    Members enjoy 50% reimbursement of the nett course fee they paid (after deducting other subsidies such as SkillsFuture and SkillsFuture Credit), capped at S$250 or S$500 per calendar year depending on age.

    New from 1 May 2026 – 30 April 2028

    NTUC members can also claim 50% of subscription fees for selected AI tools, sharing the same annual cap as course fees. You must first complete a UTAP-approved AI course within the year prior to the subscription start date.

    Eligibility

    Who Can Claim UTAP?

    Paid-up NTUC membership throughout the entire course duration and at the point of claim.
    The course must be supported under UTAP and started within the supported period.
    Must not be fully sponsored by your company or other funding sources.
    Achieve at least 75% attendance and sit for any prescribed assessments.
    Submit your UTAP claim within 6 months after course completion.
    UTAP cannot be claimed if your course is fully sponsored by your employer or another funding scheme. The 6-month claim window is strictly enforced.

    Check Course Eligibility

    Search for the course or AI tool on NTUC's UTAP portal to confirm it is supported within the approved period.

    Register & Complete the Course

    Sign up with us directly, attend at least 75% of the sessions and complete any required assessment.

    Submit Your Claim

    Log in to UTAP with Singpass, enter your nett course fee paid, and upload your invoice/receipt and certificate of completion.

    Receive Reimbursement

    Approved claims are typically processed and disbursed within ~4 weeks of submission, directly into your bank account.

    How much can I claim?+

    What counts as 'nett course fee paid'?+

    The amount you actually pay after deducting SkillsFuture/SSG subsidies and any SkillsFuture Credit used, plus the GST you paid. UTAP reimburses 50% of this figure.

    Is the AI tool subscription support included?+

    Yes — from 1 May 2026 to 30 April 2028, NTUC members can claim 50% of eligible AI tool subscriptions under the same annual cap, provided they have completed a UTAP-approved AI course within the previous year.

    When must I submit my claim?+

    Within 6 months of course completion (or the AI tool subscription start date). Late submissions are rejected automatically.
